In 2009, the U.S. government declared the town of Libby, Montana, the nation's first national public health emergency. For years, Libby's infamous asbestos mine owned by W.R. Grace spewed aerosolized asbestos into the atmosphere, infecting three generations of residents with asbestos-related diseases, such as asbestosis, mesothelioma, and lung cancer. The town of Libby is home to just 10,000 residents, and a shockingly high percentage of them have asbestos-related diseases. New cases are reported every week.
The Patient Protection and Affordable Care Act passed in 2010, commonly known by some as ObamaCare, provides Medicare eligibility to victims of asbestos exposure in Libby. The Congressional Budget Office (CBO) estimates that health care to America's asbestos victims will cost just $300 million over the next ten years.
